Job Description

Savan Group is seeking a CUI/CBI Policy Analyst with strong analytical, policy, and program support experience to assist a federal client in maturing its Controlled Unclassified Information (CUI) and Confidential Business Information (CBI) programs. This role will focus on conducting targeted analyses across key CUI focus areas to inform implementation planning, policy refinement, and operational decision-making.

This position requires a deep understanding of federal information protection mandates, particularly those governing the handling, marking, dissemination, and safeguarding of CUI as defined by 32 CFR Part 2002 and agency-specific policies. The analyst will play a critical role in translating policy and regulatory requirements into actionable implementation strategies. This includes synthesizing data, evaluating current practices, and developing recommendations that support agency-wide adoption of consistent CUI safeguarding, handling, and compliance protocols.

Key Responsibilities:
  • Serve as the lead advisor on CUI and CBI policy requirements, ensuring alignment with government-wide policy mandates and agency mission objectives.
  • Analyze, as needed, current agency practices, gaps, and systems to inform CUI/CBI implementation plans that align with federal requirements and agency priorities.
  • Lead the development and updates of agency-level policy and procedural documents.
  • Support the development of process flows and standard operating procedures related to CUI lifecycle management, including dispute resolution and challenge processes.
  • Contribute to cross-functional coordination to ensure consistency across CUI and CBI implementation workstreams, including systems compliance, and SOP development.
  • Support the development of safeguarding guidance and assist in drafting compliance tracking documentation.
  • Support the implementation and scaling of the self-inspection program, with a focus on process optimization and continuous improvement.
  • Track government wide information management policy developments and emerging federal CUI guidance to assess potential agency impacts and implementation needs.
  • Develop briefings, memos, and decision support documents to communicate findings and recommendations to senior stakeholders.
  • Provide support for training development and CUI detection efforts, as directed by project leads.
Qualifications and Requirements:
  • Bachelor’s degree in library science, information systems, business, public administration, or public policy
  • Demonstrated experience in information management policy development and compliance implementation.
  • Understanding of Executive Order 13556, 32 CFR Part 2002, and other federal directives related to CUI and CBI.
  • Strong familiarity with federal policy making and clearance processes, stakeholder engagement, and document lifecycle management.
  • Ability to provide high-level vision and strategic recommendations to senior leadership on complex regulatory initiatives.
  • Excellent analytical, writing, and client communication skills.
  • Proficient in Microsoft PowerPoint, Word, MS Teams, and SharePoint.
  • U.S. Citizenship required.
  • Public Trust clearance
Preferred Qualifications:
  • Master’s degree in library science, Business, or Public Policy
  • Experience supporting a federal IT or information management organization
  • Background in enterprise-level IT governance, information assurance, or compliance frameworks.
