Job Description
This position is responsible for the overall strategic direction, leadership and management of the organizations' physical security programs that are applicable to all company facilities, assets, personnel and operations. The incumbent is responsible for assessing risks and threats to the organization and the security strategy and procedures are in place to mitigate these risks. The incumbent is to ensure that required security program components are implemented and administered in accordance with corporate standards, policies and procedures, and ensure that the security program is compliant with applicable laws and regulations. The facilities are subject to regulations under the United States Department of Homeland Security Chemical Facility Anti-Terrorism Standards, the United States Coast Guard, Maritime Transportation Security Act, Department of Transportation Rail Security Act and Department of Transportation Pipeline and Hazardous Materials Safety Administration. Accountabilities include development, implementation, maintenance and enforcement of all elements of Corporate Security policies, standards and procedures, Emergency Response Plans and Site and/or Facility Security Plan (as designated by applicable regulation); provide support to environmental, health and safety management services and site operational processes, as necessary. This includes but is not limited to screening and onboarding of contractor personnel working at company sites, visitor management, investigation and reporting of security incidents and implementation of applicable operating procedures in response to emergencies and heightened security risk situations.
The incumbent is responsible for security operations at all company facilities and premises. The incumbent will be responsible for developing and maintaining technical solutions/systems for securing the company operations and assets from various physical security risks including the support of cyber security and critical infrastructure protection initiatives. This position will have responsibilities for scope development, preparation of capital budget, management of security related capital and expense projects in addition to the development and management of operating expense budgets for company sites with on-site security personnel. This position will serve as the primary law enforcement liaison and point of contact for the company during normal and emergency conditions at any of the company’s assets. The position interacts with governmental agencies on security related regulations, preparation and approval of security plans, field inspections and enforcement and serves as the designated corporate and/or facility security officer.
This position reports to the Senior Vice President of Environmental, Fuels Comp, Security & Training.
- Establish, implement, and maintain all Security standards and procedures for the protection of company personnel, contractors, guests and assets.
- Manage facility Contract Security Service and Maintenance Teams for Security Operations.
- Manage facility access processes for employee, contractor, and delivery and visitor entry to the assigned site(s).
- Administer access controls for vehicles and property entering and leaving the assigned site(s).
- Oversee contractor screening and site orientation processes for the assigned site(s).
- Plan, manage and coordinate the execution of capital projects related to security and safety improvements and process optimizations.
- Create and manage applicable expense and capital budgets for the security programs at the assigned site(s).
- Administer and maintain all Security Systems including access control/security alarms systems, CCTV, Fencing and Gates, and other security equipment, as needed.
- Ensure security incidents and suspicious events are reported to regulatory agencies as required.
- Manage security program components on a corporate wide scope as assigned.
- Initiate and maintain security awareness training initiatives for employees and contractors.
- Respond to emergencies. Support and participate in all facility Environmental, Safety and Emergency Response Plans and activities and fulfill assigned role(s) within the established Incident Command System (ICS) structure for designated site(s).
- Fulfill the responsibilities of the Corporate Security Officer role in regard to regulatory requirements and support the Site Facility Officer and Assistant Facility Security Officer personnel with guidance and ensuring they maintain appropriate levels of training and professional development.
- Maintain familiarity with appropriate regulations and emerging issues and trends in order to provide management with interpretive recommendations for compliance assurance and strategic planning.
- Leverage new technology and utilize new methods to improve the effectiveness of the company's security program.
- Conduct investigations involving security and/or company rule violations as assigned.
- Provide leadership direction for compliance audits, and inspections.
- Serve as the designated company representative for security committees associated with industry organizations (e.g., AFPM)
- Establish and maintain liaison relationships with supporting law enforcement and public safety organizations. Interface with governmental agencies on regulations, preparation and approval of security plans, field inspections and enforcement.
